A Pentagon watchdog report released Monday found that a $469 million ammunition plant in Mesquite, Texas, has not produced any metal projectile parts for 155mm artillery rounds since opening in May 2024. The facility, operated by General Dynamics Ordnance and Tactical Systems, was intended to help the Army meet production goals amid depleted stocks from Ukraine aid and other military sales.
The Defense Department inspector general's report states that as of March 2026, the plant failed to meet specifications and produced no usable parts. The Army had aimed to increase production from 14,000 to 100,000 rounds per month by October 2025, but current output remains at 36,000 rounds monthly. The plant was expected to contribute 30,000 parts monthly.
Over the past four years, the Pentagon depleted 3.6 million 155mm rounds, with over 3 million sent to Ukraine. The Army confirmed the production shortfall remains accurate as of this month. General Dynamics stated it has reached an agreement with the Army on a path forward for the facility.
