Western Europe has experienced its hottest June-July period on record, according to the European Union’s Copernicus Climate Change Service (C3S). The combined average temperature for the two months reached 21.62°C (70.9°F), surpassing the previous record set in 2022 by 0.2°C.
The extreme heat has coincided with prolonged drought, low river levels, and devastating wildfires across the region. Soil moisture levels in July were significantly lower than during the last severe drought in 2022, exacerbating the impact of successive heatwaves. Affected countries include France, Spain, Austria, Hungary, the United Kingdom, Ireland, and parts of Iceland, with rivers such as the Seine, Rhine, and Danube reaching unusually low water levels.
Global ocean temperatures also hit a record high in July, with the average sea surface temperature (SST) reaching 20.96°C (69.7°F), surpassing the previous July record set in 2023. Scientists attribute this to the developing El Niño weather pattern in the Pacific, which has contributed to marine heatwaves and extreme weather events worldwide.
Record-Breaking Heat and Its Consequences
The Copernicus Climate Change Service reported that the June-July average temperature in Western Europe was 2.79°C above the 1991-2020 average, marking the fourth consecutive year of extreme heat in the region. Samantha Burgess, Deputy Director of C3S, noted that the persistence of high-pressure systems trapped heat over the continent, while drying soils reduced natural cooling, creating a feedback loop of escalating temperatures.
The low river levels have disrupted transport, irrigation, and energy production in several countries. France and Spain have faced some of their worst wildfires in decades, with other European nations, as well as regions in the U.S. Northwest and Canada, also battling severe blazes. The European Centre for Medium-Range Weather Forecasts (ECMWF) warned that heat and drought are increasingly reinforcing one another, intensifying the impact of climate change.
Global Context: El Niño and Rising Temperatures
The record-high ocean temperatures are partly driven by the El Niño phenomenon, a naturally occurring climate pattern that periodically warms the Pacific Ocean. The 2026 El Niño has been classified as a "Super El Niño" due to its strength, which has contributed to global temperature anomalies.
Globally, 2026 is currently the third-hottest year on record, behind 2024 and 2025, but scientists suggest it may surpass 2024 to become the hottest year ever recorded by the end of the year. The combined effects of human-caused global warming and El Niño have raised concerns about increased frequency of extreme weather events, including heatwaves, droughts, and wildfires.
Infrastructure Vulnerabilities in Europe
Europe remains the world’s fastest-warming continent, yet its aging infrastructure and limited air conditioning leave it particularly vulnerable to extreme heat. The European Environment Agency (EEA) has previously highlighted that older buildings and urban heat islands exacerbate the risks posed by rising temperatures.
Heat-related deaths have already exceeded 25,000 across Europe in 2026, according to data compiled by Bloomberg. The World Health Organization (WHO) has emphasized the need for adaptation measures, including urban greening, heat-resistant infrastructure, and early warning systems to mitigate future risks.

The Intergovernmental Panel on Climate Change (IPCC) has repeatedly warned that human activities, particularly greenhouse gas emissions, are driving extreme weather events. The C3S data aligns with these findings, showing a clear trend of increasing temperatures, prolonged droughts, and intensified wildfire seasons in Europe.
While natural climate variability, such as El Niño, plays a role in short-term temperature fluctuations, long-term trends confirm the accelerating impact of climate change. Researchers stress that urgent mitigation efforts are required to limit further warming and reduce the severity of future heatwaves.
