Fairfax County police have arrested 19-year-old Alexis Antonio Cedillos-Campos, a Salvadoran national, in connection with the stabbing death of 42-year-old Carmen Lizet Puch in Great Falls Park on August 19, 2024. Authorities allege Cedillos-Campos and Puch, who were coworkers at a restaurant, were involved in an intimate relationship prior to the incident.
Puch’s body was discovered by a jogger in a gravel parking lot near Difficult Run Trail Park early Monday morning. Police pronounced her dead at the scene, with trauma to her upper body. Fairfax County Police Capt. Jason Chandler confirmed during a news conference that Cedillos-Campos was taken into custody Wednesday and is being held in the Prince George’s County jail pending extradition to Fairfax County, where he faces a second-degree murder charge.
Investigation Details
According to Fairfax County Police Chief Kevin Davis, Cedillos-Campos left his restaurant workplace with a fixed-blade knife, latex gloves, and a water bottle, which he later filled with gasoline siphoned from his motorcycle. Davis stated that Cedillos-Campos and Puch met at the park, where he stabbed her repeatedly before dousing her body in gasoline and attempting to set it ablaze. The attempt to burn the body was unsuccessful. Police allege Cedillos-Campos made a full confession after his arrest.
Puch, a mother of a 3-year-old girl, had moved from New Jersey to Virginia to build a better life for herself and her child. Friends and family described her as a caring, hardworking individual who was deeply devoted to her daughter. A GoFundMe campaign has been established to support Puch’s child.
Immigration Status and Border Crossing
Cedillos-Campos was apprehended by U.S. Customs and Border Protection (CBP) in El Paso, Texas, on April 15, 2024, after illegally crossing the southern border. A Department of Homeland Security (DHS) spokesperson confirmed that he was released into the U.S. interior under policies implemented during the Biden administration. The DHS stated that Cedillos-Campos was among those admitted through the administration’s catch-and-release policy, which allows certain migrants to be released into the country while awaiting immigration proceedings.
Fairfax County, where the crime occurred, has seen multiple violent incidents involving immigrants in the country illegally, some of whom were admitted under similar policies. The case has drawn renewed attention to immigration enforcement practices and border security measures.

The DHS spokesperson urged Virginia Gov. Abigail Spanberger to transfer Cedillos-Campos to Immigration and Customs Enforcement (ICE) for potential deportation proceedings. A DHS statement attributed to former President Donald Trump and DHS Secretary Markwayne Mullin criticized the prior administration’s enforcement policies, stating that they had "reversed Biden’s deadly catch and release policy."
