St. Louis Mayor Cara Spencer emphasized the city’s stance, stating it seeks to be “open for business, but business on our terms.” The new framework sets conditions for data center operations, including limits on energy use, noise, and light pollution. Despite these efforts, opponents argue that frameworks alone may not address their concerns.
David Daneshforooz, CEO of TerraWatt, which plans to develop a data center in St. Louis, framed the project as an opportunity to revitalize underutilized infrastructure. He argued that responsible development could bring economic benefits to decaying industrial areas. However, critics like Kasey Fowler-Finn, a biologist at Saint Louis University and a plaintiff in the lawsuit, contend that the project lacks transparency. She cited concerns about noise, water and electricity use, and the absence of environmental impact assessments or low-frequency sound studies.
The debate extends beyond local impacts to broader questions about AI and data storage. Daneshforooz suggested that storing data domestically is preferable to relying on foreign entities, while Fowler-Finn countered that the risks—such as cybersecurity threats and environmental harm—are grounded in scientific evidence. The lawsuit, filed on Aug. 28, seeks to halt the $3 billion project until these concerns are addressed.
