Buckinghamshire Council has issued a listed-building repairs notice to the owners of Mentmore Towers, the Grade I-listed mansion used as Wayne Manor in Christopher Nolan’s 2005 film Batman Begins, demanding urgent repairs and mandatory bat surveys.
Owners must demonstrate by August 2027 that they have appointed a contractor with experience in repairing listed buildings. If no action is taken, the council may seek government approval to acquire the property or pursue further legal action, according to the notice.
A spokesman for property tycoon Simon Halabi, who purchased the estate in 1999, stated that ‘professional surveys, ecological investigations, and preparatory work towards a programme of repairs and restoration are already actively progressing.’ The spokesman added that the Halabi family trust remains ‘absolutely committed to the long-term preservation and restoration’ of Mentmore Towers.
The council’s notice cited ‘very bad’ structural condition, including deteriorating roofs, chimneys, rooflights, and leadwork, with cracks in walls, broken windows, and ivy-clad structures observed. Bat droppings were also found during a property inspection.

Strachan also noted that ‘works on-site have been carried out without planning permission,’ and the council is taking ‘appropriate enforcement action.’ The spokesman for Mentmore Towers countered that legal action by the council had led to the removal of security fencing, resulting in intrusions and repeated police calls due to unauthorized access.

Built between 1852 and 1854 for the Rothschild family, Mentmore Towers is the only major surviving work of architect Sir Joseph Paxton, best known for designing the Crystal Palace. The estate gained widespread recognition after serving as Wayne Manor in Batman Begins, featuring Christian Bale as Bruce Wayne.
Historic England has classified the property’s condition as ‘very bad’ and its vulnerability as ‘high.’ The council’s notice emphasizes the need for bat emergence surveys, a standard requirement for listed buildings where bats are present or suspected.
