A 51-year-old man from Portland, Tennessee, has been arrested in connection with the fatal shooting of Kentucky State Trooper Hayden Phillips during a traffic stop on Interstate 65 in Warren County on Monday afternoon, authorities confirmed.
Trooper Phillips, 30, was pronounced dead at the scene after being shot while conducting a routine traffic stop. The suspect, identified as Emonnie Branch, was located and taken into custody by Louisville Metro Police approximately 94 miles northeast of the shooting scene in Jefferson County. Branch is set to face state murder charges and will be transported back to Warren County for prosecution, according to U.S. Attorney Kyle Bumgarner.

State police launched a Blue Alert following the shooting, urging the public to report sightings of a bluish-gray Honda Civic with an Alabama license plate that was present at the scene. The alert was later canceled after Branch’s arrest.
Col. Phillip Burnett Jr., commissioner of the Kentucky State Police, called Phillips’ death a devastating blow to the agency. “This is among, if not the most heinous crime that can be committed in our commonwealth,” Bumgarner stated. “One of our own was gunned down and murdered on the side of the road.”
Phillips, a three-year veteran of the Kentucky State Police, was based out of Bowling Green and is survived by his wife and three children. Kentucky Gov. Andy Beshear described him as “a hero who dedicated himself to protecting our commonwealth.”
